The COVID-19 infection rate is rising in Brooklyn, Queens, Rockland, Orange and Nassau Counties as New York City completes its phased school reopening. President Trump and Democratic nominee Joe Biden squared off in a frequently interrupted Presidential Debate in Cleveland, OH.
